Country Overview
Greece is a late but deliberate mover in AI governance, and its strategy is distinctively diaspora-led. In October 2023 Prime Minister Kyriakos Mitsotakis convened a High-Level Advisory Committee on AI chaired by MIT's Constantinos Daskalakis and drawing heavily on Greek scientists abroad (Oxford ethicist John Tasioulas, USC's Kimon Drakopoulos, among others), coordinated by the Special Secretariat of Foresight. Its November 2024 report, 'A Blueprint for Greece's AI Transformation', set out six flagship programmes spanning public administration, education, research and innovation, cultural heritage and ethics, and now functions as the de facto national strategy. The government has leaned in institutionally -- the digital ministry now styles itself the Ministry of Digital Governance and Artificial Intelligence -- and was an early public-sector deployer, launching the mAIgov generative-AI assistant on gov.gr in December 2023.
The hard-infrastructure bet is what sets Greece apart from most small EU states. GRNET is installing Daedalus, an 89-petaflop EuroHPC supercomputer built around more than 2,000 NVIDIA GH200 superchips, at a converted data centre in the Lavrion Technological and Cultural Park -- co-funded by the EuroHPC JU and Greece's Recovery and Resilience Plan ('Greece 2.0') -- with installation over summer 2026. Daedalus is the compute core of Pharos, selected in December 2024 as one of the EU's first seven AI Factories (a roughly EUR 30M project run by GRNET with NCSR Demokritos, NTUA, the Athena Research Center and the Growthfund), which is being extended into a regional hub for South-Eastern Europe via 'antenna' facilities in Cyprus, Malta, North Macedonia and Serbia. On the model side Greece builds sovereign Greek-language open models rather than frontier systems: the Athena Research Center's ILSP released Meltemi, the first open Greek LLM, in March 2024 and its Llama-3.1-based successor Llama-Krikri in February 2025, while the RRF-funded Archimedes unit works to repatriate AI research talent.
Regulation has moved from early gestures to binding law. Law 4961/2022 on emerging technologies gave Greece AI transparency provisions before the AI Act existed; in November 2024 the government designated its Article 77 fundamental-rights authorities; and after a June 2026 public consultation, Law 5321/2026 (published 30 July 2026) implemented the AI Act nationally -- making the Hellenic Data Protection Authority the principal market surveillance authority, EETT the notifying authority, creating an AI Coordination and Expertise Centre and a regulatory sandbox, and adding a criminal offence for non-consensual deepfakes. The 'OpenAI for Greece' MoU signed at the Thessaloniki International Fair in September 2025 (a ChatGPT Edu schools pilot run with the Onassis Foundation, plus a startup accelerator) shows the other side of the strategy: partnering with US frontier labs while building public compute at home. The honest gaps are the absence of any frontier-scale developer, a thin domestic private-capital base, and heavy dependence on EU recovery funds that expire.

Current Direction
Tightening
Regulation is tightening on the EU cadence -- Law 5321/2026 gave the AI Act national teeth (penalties, a deepfake offence, HDPA-led market surveillance) just before the 2 August 2026 enforcement milestone -- while the deployment agenda accelerates in parallel: Daedalus installation, Pharos's operational rollout, and frontier-lab partnerships in schools.
Recent Developments
The EU AI Act's supervision and enforcement powers over general-purpose AI models took effect on 2 August 2026, together with the Act's Article 50 transparency duties -- GPAI oversight exercised centrally by the European Commission's AI Office. In Greece the milestone landed with the national framework freshly in place: Law 5321/2026 had designated the Hellenic Data Protection Authority as principal market surveillance authority and EETT as notifying authority days earlier.
Major2026-08-02Law 5321/2026, implementing the EU AI Act (Regulation 2024/1689) in Greece, was published on 30 July 2026 following a public consultation on the draft bill (21 June - 6 July 2026). It designates the Hellenic Data Protection Authority as the principal market surveillance authority and EETT as the notifying authority, establishes an AI Coordination and Expertise Centre and an AI Observatory, creates a national regulatory sandbox and real-world testing framework, sets administrative penalties, introduces a criminal offence for transparency violations involving deepfakes, and amends Law 4961/2022.
MajorGRNET reported that the Daedalus supercomputer -- 89 petaflops, built by HPE around more than 2,000 NVIDIA GH200 Grace Hopper superchips -- had entered final assembly and technical testing in the Czech Republic, with installation at the Lavrion Technological and Cultural Park data centre scheduled for summer 2026 and full services through the Pharos AI Factory expected by autumn 2026.
2026-03-02The EuroHPC JU approved four 'AI Factory Antennas' in Cyprus, Malta, North Macedonia and Serbia to be connected to Greece's Pharos AI Factory, positioning Pharos as a regional AI hub for South-Eastern Europe, with the antenna projects expected to launch in early 2026 alongside Pharos's first operational phase.
2025-10-16SourceGRNETThe 'OpenAI for Greece' Memorandum of Understanding was signed at the Thessaloniki International Fair by Prime Minister Mitsotakis, government ministers, the Onassis Foundation and OpenAI's Chris Lehane. It launches a ChatGPT Edu pilot for upper-secondary teachers (selected for regional and socio-economic diversity, implemented by the Onassis Foundation with The Tipping Point) and a Greek AI Accelerator programme giving early-stage founders OpenAI credits and mentorship.
The EuroHPC JU signed the procurement contract for Daedalus with GRNET and Hewlett Packard Enterprise (acquisition cost around EUR 36M, 35% EuroHPC and 65% Greece's 'Greece 2.0' recovery plan), and works began converting a former power-station building at the Lavrion Technological and Cultural Park into the data centre that will host it.
2025-03The High-Level Advisory Committee on AI, chaired by MIT professor Constantinos Daskalakis and coordinated by the Special Secretariat of Foresight, delivered 'A Blueprint for Greece's AI Transformation' -- a national strategy document setting out guiding principles and six flagship programmes across public administration, education, research and innovation, cultural heritage and ethics.
Policy and Regulation
Law 5321/2026 -- national implementation of the EU AI Act
Published 30 July 2026 after a June 2026 public consultation, the law operationalises Regulation 2024/1689 in Greece: the Hellenic Data Protection Authority becomes the principal market surveillance authority (prohibited practices, most high-risk systems, transparency obligations), EETT the notifying authority. It establishes an AI Coordination and Expertise Centre and an AI Observatory, a regulatory sandbox and real-world testing framework, a complaints mechanism, a public-sector AI registry, administrative penalties, and a new criminal offence covering deepfake-related transparency violations. It also amends Law 4961/2022.
EU AI Act (Regulation 2024/1689)
Directly applicable in Greece on the EU-wide schedule: prohibitions and AI-literacy duties from February 2025, GPAI rules from August 2025, and the bulk of the framework -- high-risk obligations, Article 50 transparency, and the Commission AI Office's GPAI enforcement powers -- from 2 August 2026, with Annex I product-embedded systems following in August 2027. Greece published its Article 77 fundamental-rights authority list in November 2024.
Official text ↗Law 4961/2022 on emerging information and communication technologies
Greece's pre-AI Act framework (July 2022), which imposed early transparency and governance obligations for algorithmic and AI systems in the public sector and workplaces -- one of the first national AI-adjacent laws in the EU. Law 5321/2026 amends it to align the national framework with the AI Act.
A Blueprint for Greece's AI Transformation (national AI strategy)
The November 2024 report of the High-Level Advisory Committee on AI, adopted as the basis of national AI policy. Non-binding but operative: it defines six flagship programmes (public administration, education, research/technology/innovation, cultural heritage, ethics) and frames the infrastructure investments (Daedalus, Pharos) and skills programmes now underway.
Official text ↗Research Ecosystem
Greek AI research concentrates in public research centres and the diaspora loop between them. The Athena Research Center is the pivotal institution: its Institute for Language and Speech Processing built Meltemi (March 2024), the first open Greek LLM, and the stronger Llama-3.1-based Llama-Krikri (February 2025), while its RRF-funded Archimedes unit -- associated with Daskalakis, Christos Papadimitriou and director Timos Sellis -- funds visiting researchers and PhD students in AI, data science and algorithms explicitly to reverse brain drain. NCSR Demokritos, NTUA, FORTH in Crete and the Athens and Thessaloniki universities supply the rest of the base, and all of them are consortium partners or users of the Pharos AI Factory. The pattern is sovereign language models and applied research on EU money rather than frontier-scale work.

Notable Gaps
No frontier-scale developer
Greece's sovereign models (Meltemi, Llama-Krikri) are 7-8B-parameter open adaptations of foreign base models for the Greek language -- valuable, but far from frontier scale; hence frontierDeveloper 'emerging' rather than 'domestic'.
EU-money dependence
Daedalus, Pharos and Archimedes are all substantially funded by the Recovery and Resilience Facility and EuroHPC. Domestic private AI investment is thin, and the sustainability of the ecosystem after RRF funding winds down is an open question.
No dedicated AI safety institute
Greece has no AI safety institute or evaluation body; oversight runs through the data protection authority and the new Coordination and Expertise Centre, whose enforcement capacity for the AI Act is untested.

The law concentrates market surveillance in the Hellenic Data Protection Authority, an independent body with a record of large GDPR fines but limited AI-specific capacity, and layers on a new AI Coordination and Expertise Centre, an observatory, a sandbox and a deepfake criminal offence. Supporters see a coherent single-supervisor model with startup-friendly testing routes; sceptics note the compressed timeline (consultation in June, law in July, enforcement in August), unresolved resourcing, and the risk that criminalising deepfake transparency violations outpaces the guidance practitioners need.

Daedalus and Pharos give Greece infrastructure out of proportion to its private AI sector, and the antenna model extends its reach to Cyprus, Malta, North Macedonia and Serbia -- a genuine regional-hub play. The optimistic case is Finland's LUMI: public compute attracting research and startups. The sceptical case is utilisation risk -- whether Greek demand (and the promised health, culture/language and sustainability applications) will fill the machine, and what sustains operations once RRF and EuroHPC funding cycles end. Delivery slippage from 'accessible in early 2026' to installation in summer 2026 sharpened the question.

Signed at the Thessaloniki International Fair in September 2025, the deal pairs an education pilot (upper-secondary teachers first, chosen for regional and socio-economic diversity) with a startup accelerator offering OpenAI credits and mentorship. Advocates point to seven-fold growth in Greek ChatGPT use and a chance to leapfrog on AI literacy; critics ask why a national education programme should run on one US vendor's stack, how student and teacher data will be governed, and whether a private foundation implementing public education policy blurs accountability -- especially alongside the state's parallel investment in sovereign Greek-language models.

Brain drain and the diaspora loop
Greece's AI strategy is written and championed largely by its diaspora -- Archimedes and the advisory committee are explicit attempts to turn emigration into a repatriation channel.
A decade of crisis-era emigration hollowed out Greek research, and the AI strategy leans unusually hard on expatriates: Daskalakis chairing the committee from MIT, Tasioulas from Oxford, Drakopoulos from USC, with the Archimedes unit funding visiting posts and PhDs to pull researchers back. The open question is whether prestige projects and RRF-funded fellowships can compete with US and UK salaries and compute access at scale, or whether the loop remains advisory -- strategy written from abroad, execution constrained at home.
